TOP OF HORNS

The Top of Horn is the decisional body of the Wing Bind and is comprised of the eight Directors of the Wing Bind divisions. They are the top of the chain of command, they establish policies and take action on issues and threats in Reverse London. Their meeting place is referred to as the Crown Council and is located on top of the Wing Bind main office building.
